Just days after the City of Johannesburg’s Development Planning Outreach Programme and law enforcement operation at Kaalfontein Corner, hawkers were back trading on the same pavements from which they were removed last Friday.

City officials have reiterated their commitment to enforcing municipal by-laws and ensuring that unauthorised trading structures do not return. The operation, led by the Department of Development Planning and Johannesburg Metropolitan Police Department (JMPD), forms part of the City’s broader plan to promote a safe, clean, and compliant trading environment.

Officials confirmed that by-law enforcement will continue across Kaalfontein and other hotspot areas. Last month, a similar operation saw hawkers being removed from Yarona Shopping Centre.

Meanwhile, in the inner city, the City of Johannesburg secured a major legal victory this week after winning a court case against SERI (Socio-Economic Rights Institute) on Tuesday. The court ruling reaffirmed the City’s legal right to regulate informal trading and ensure compliance with by-laws.

🧾 Informal Traders Verification & Permit Process

To further streamline and formalize informal trading activities, the City has launched a Verification and Permit Process for informal traders.

• ID or Passport

• Proof of Residence

• JPC documents

• Relevant business certificates required for a permit
